That's a chart created by House Minority Leader John Boehner. It charts the complicated bureaucracy that will be created by the Democrat's plan for health care reform. Here's how John Boehner characterized it.
If anybody thinks that all of this bureaucracy is needed to fix our health care system, I plainly disagree. What this is going todo is ration care, limit the choices that patients and doctors have and really decrease the quality of our health care system. Now, for the most part, the chart speaks for itself. Instead, I will add my own story of dealing with government bureaucracy recently created by an Obama program.
I have been working a loan modification for a borrower. This modification started in late March. It's being done through Countrywide which was recently bought by Bank of America. It's also being done through the President's loan modification plan. So, now we're dealing with the bureaucracy of two banks and the government. As such, on three different occasions, we were lead to believe that an approval was imminent as soon as we got the most updated pay stubs. Each time, we waited several weeks after giving them pay stubs only to have the bank say that our pay stubs were no longer the most updated. Of course, the pay stubs were no longer the most updated because it took the bank up to three weeks to look at them after we provided them.
This happens because you have two banks, and their bureaucracies, trying to coordinate with the government and it's bureaucracy. Now, if you think that doing a loan modification through a government program is hard, try and get some medical treatment done and have it paid for by the same government. The bureaucratic structure I just described in the loan modification is downright streamlined compared to the bureaucratic structre that will be created by the health care structure envisioned by the Democrats.

But doesn't the fact that so many people already get health care through Medicare and Medicaid undercut your argument?
How does it undercut my argument? Do you think that is a simple process? A lot of people get FHA loans also, but that doesn't make the process any less difficult.
Well, when you're trying to make the point that "the government cannot effectively provide health care" even as millions of Americans already get it through Medicare, Medicaid, and the VA, people are going to wonder what you're talking about.
Besides, I can't even read the chart, its too small.
i didn't say it couldn't be provided. I said that it would create bureaucratic nightmare in providing it. You don't need to read each piece of the chart. It's clear that there would be all sorts of folks with a hand in providing health care and the bureaucracy behind it.
